Yes, there is nothing bad on operating a PCC with one actuator released. Our 
rules do not allow more than 25 % of all actuators released in regular 
service.
I hope the shop folks will give a detailed report on the problem when they 
solve it :-)

I'm told that one of the brakes was hanging up, so the actuator had been
released.  I discussed the effect of operation this way with the shop folks
and was assured that there would be no problem.  Tony recalled how cars were
operated fron Charleroi to Homewood - in regular service - in this
condition, so we just ran it that day!
