The track in the foreground is Pittsburgh Railways. There was a short section of West Penn track to left of picture adjacent to the railroad that was still visible circa 1958. I don't recall any track connection, but was only 12 at the time.
The West Penn track originally extended from McKeesport to Duquesne. I don't know who paid for the track under the rear truck of this car. The right of way behind the car continuing to McKeesport was built by West Penn, but by 1958 was probably owned by Pittsburgh Railways. Vague recollection that there was some sorting out of franchise/track ownership in the 1930s.
