This is caused by an incorrect limit relay setting - switching current set 
less than 220 A. The accelerator does not advance and when you release power 
pedal, it is still "down" on fingers 1-2-3 with no resistance in the dynamic 
brake circuit.
There is also something special.
If the car goes reversed without throwing the reverser (e.g. backing on a 
hill), the remanent magnetism in motors develops reversed current through 
limit relay main coils. This is confusing to the limit relay and it "thinks" 
that it receives too a low current and it pushes the accelerator rollers 
"down" instead of "up" and the low resistance in the dynamic brake circuit 
causes plugging.

 PCCs have a tendency to
slug if just a little power pedal is used and released (accelerator
resetting for braking  --  not so bad on All-Electrics like PRCo 1700s
and Muni Baby Tens, but earlier All-Electrics like Muni Torps and
ex-SLPS 1101s and Many // Most Air-Electrics were heavy sluggers with
just minimal power pedal and release)  and this could cause the car to
stop with the trolley on the contactor(!)    ----    so it is best to Go
Deep on the Power for an Instant, Back off and Coast, and you will get
across the contactor just fine.
