It's free money for PennDOT, but we don't like to point that out to the 
public.

They could have authorized a local sales tax for public transit - add a 
couple extra percent in Philadelphia and Allegheny County.  And they could 
have hiked the gas tax to pay keeping the highway contractors happy.
