When you do not know how to properly torque the mounting bolts or maintain the shunts around the rubber so that the signals will detect cars, you go to solid steel wheels to correct inadequate maintenance practices. Phil Craig could explain the Boston problem ... I recall they were ordered to use solid wheels because cars were not tripping signals because the shunts around the rubber were broken off and not being fixed.
As you hinted, it was a matter of incompetence.
