It is Harold Lloyd.  A few years back, Russ Jackson gave me a CD with this
movie on it...hilarious!

It looks like Harold Lloyd to me.  It all seems so simple to us today, but
it is amazing how these early stars did all of their own stunts and the
technical people made some fantastic shots for the early 20th Century. 
Truly a Golden Age of film.
