Japanese text can be translated with machine translators. Here's three. 
Google Translate

This is my favorite.  It's default is English to Japanese.   You paste the url in the box, move the blue icon down by clicking on the lower icon for Japanese to English and click on the yellow icon. Some types of pages Excite will not translate. In that case try Google as it translates almost all pages, but not all the way down on some documents.

These translations are not always perfect, but I can get the basics out of them. One thing these machine translators will not translate is an image with text on it. A PDF is an image unfortunately. No solution to that so far. But the larger private railways will often have route and station names in Kanji and English on PDF documents.

Not bad at all for an evening's entertainment.  The beer tram in
