Probably because of the federal law that prohibits our public  
agencies from competing with private corporations in charters and a  
lack of imagination.   But I could see that satellite agency in San  
Francisco being the group, working in conjunction with Muni, that  
could do it.
Toronto also has enough rail left to make it practical but they too,  
according to all observations, have a mindset against such things.

And I don't think I would want to try it on the remaining routes in  
West Philadelphia.
