Concerning the Pittsburgh Press article, I have the same problem - it's filed somewhere, but I dont' know where.  Only reason I recall the article is because I remember reading it again some 20 years ago during a periodic attempt at filing.
 
As for 1616:  The Early Action Program included funding to rehab 70 PCC cars in the 1700-1774 series for continued service on Overbrook-Library.  Except someone forgot to count how many all-electric PCC cars were in the PAT fleet.  So 1616 was renumbered 1776 in 1972.  The rest of the surviving 1600s were overhauled under a different funding project.  
 
SEPTA did the same thing - received funding to rehab 29 PCC cars for bi-centenial service.  These were the Kansas City cars.  Except there were only 27 on the property.  But who's counting.  
 
But these are instances where the taxpayers actually got something of value.  You really don't want to know anything about the Boston PCC rebuild programs.
