That's not what Phil said.  Where does Phil say 100 "identical" cars??????  
 
Pittsburgh Railways ordered 100 air-electric PCC streetcars from St. Louis Car Co. under contract number 1646 in January 1944.  Contract 1646A later amended the basic contract to provide one of the cars as an all-electric car subsequently numbered PRC 1600.  
 
But the original contract could just as easily covered multiple body types.  A good example would be married-pair subway cars.
