Originally the 25 interurban 1700s were to have been the last 25. That got
changed, probably quickly, because the outlying car houses would then have
had to be proficient in both Westinghouse (on the 1600s) and GE control.

Pittsburgh ordered all its PCCs in 100-car lots didn't they except for #100.
The WW2 board reduced the order for 1500s to 65-cars thus the 17s were
ordered and delivered as 1700--1799 with the first 25 designed and built for
Interurban service.
