I don't believe the actual order for the 1500s was for 100 cars.  I believe
it was for 65.  My understanding of the facts surrounding wartime allotments
leads me to believe that the operator first had to get permission from the
relevant agency before placing the order.  Pittsburgh Railways requested 100
cars but was allocated 65, so that's what they ordered.

Pittsburgh ordered all its PCCs in 100-car lots didn't they except for #100.
The WW2 board reduced the order for 1500s to 65-cars thus the 17s were
ordered and delivered as 1700--1799 with the first 25 designed and built for
Interurban service.
