Perhaps a parking garage at Drake will have to suffice as most that might be done, with autos being the connection.  But that would not be much of an improvement over South Hills Village.
 
I've always thought the West Busway should have been light rail, and there might be some rail rights of way that would be accessible from Carnegie to Bridgeville.  Again, let people drive from Washington Co. on I-79  As Ed says, the PRC right of way has too many businesses and NIMBYs.
 
A problem is that this country has had half a century of development of not only urban residential sprawl, but also commercial sprawl.  All the office building complexs built outside the CBD during an era of cheap oil condemn workers to commuting by auto or some sort of vanpools.
