Have always heard it referred to as "pay as you enter".
I don't know when PRC went to 'pay in the suburbs' (don't quote, because I just made that up) There is probably a technical term for it, but the purpose is to avoid collecting fares in the central business district, or Golden Triangle for us Pittsburgers.
This is an instance where the route cards in Fred's possession might shed some light. But they would be route specific, and not for the system. Unfortunately, I've never run across a PUC decision on this subject - anywhere in the state.
