Take a look at the east end of Neville Island 1937-42, Penn Pilot.

Not finding the trolley wire was a  curiousity, finding that tank in the 
background might be the key.  I've  looked at the Pittsburgh bridges site, 
recent aerial photos, and some  additional maps on the Pittsburgh history 
website, but so far, no luck.   Maybe will see what Penn pilot might  have.
