I was going to start with Glenwood, until I looked at the original photo again and noticed the --what looks like brick paving. Glenwood had boards held down by metal straps, similar to 62nd St. Made a horrible racket when driven across.
Yes, that Penn Pilot view shows a large tank on Neville Island that would be lined up correctly in the 'narrow bridge' photo. Then this is probably the original Fleming Park bridge looking towards Neville Island, and the ridge in background is north shore of Ohio River.
