I spent some time talking to Bruce, Bernie, & Justin on Sunday.  Several of 
the axles were returned with a rough surface where the bearings ride and to 
remove them would require lifting the cars off the trucks and disassembling 
the trucks, a time consuming operation.  The other option is to try and wear 
them in by running the car and checking the heat.  The operations department 
is planning training for 4398 & 14 for the spring.  Neither will go into 
regular service until we can train operators.
