Depends on whether you are talking about city taxpayers/census or public transit.  If it is public transit, then your 1.2 million figure is more accurate, although PAT service area is a bit more then just Allegheny County.  PRC would not include New Kensington nor Cranberry Twp, for instance, but include Washington/Charleroi corridors in Washington Co.
