Correct. They are on West Penn 832 but not on 4250. But look
at the picture of 4250 in the link at the bottom of this message.
They are not there.
It is a shame that you have no way of rescanning the picture and
drawing a circle around what you are seeing so I can identify it.
Over the right side of the car, the body corner post at the left edge
of the front door is the destination sign box. On those cars all it
was was the route number You may or may not recall that route
numbers for the lines coming into downtown were instituted March 1,
1914, which was about the same time the 4200s were delivered. The
earliest low floor cars only had a number sign box and not a complete
destination box. for this car, as it is photographed, it would have
had the BROWNSVILLE sign on the side (you entered at the center
door), and the route number 46 displayed in the box on the roof. I
can also see the gong on the front of the roof.
The only other objects on the roof are the trolley poles, two fuse
boxes and the lightning arrestors at the bases of the poles.
Earlier Pittsburgh cars, like 3487 at PTM, did have classification
lamps light you described but not the low floor cars.
