The case boils down to the class the of the railway, but it's interesting 
with respect to what tracks were where; apparently service was provided on 
South 12th St to connect to the incline. One wonders, if the line on 12th 
was owned by a company which could not legally be joined to the Pittsburgh 
and Birmingham, did it have its own car to service the ~3 block long line?
