I'm assuming that PTM has to have a good rationale for the "church bulletin 
discount", but - constitutional and religious issues aside  - it just seems 
like a dumb idea. Without proof of age, it's like telling people that they 
get a discount if they show a bubble gum wrapper.

Why not just ask guests for their government-issue ID - if they are over age 
65, they have a Medicare card.  Many seniors have a driver's license? Don't 
have a drivers license?:

In Illinois the state issues free photo ID cards to people over 65 on 
request.  They look like a driver's license, but don't say "Driver's 
License".  These cards are accepted as government-issue ID at airports and 
TSA security check-in.
