The map is the same one that is in the West Penn 75th anniversary book.  In that tome it is said to be a 1912 map, but if that is correct, it was out of date when issued.  I think it is actually pre-1906, as by that year the gap between Lazearville and Steubenville had been closed, as well as the line to Weirton opened.

Perhaps Ed can clarify the date.
