As you most likely know, Fred, people staging accidents with CTA buses and
then neighborhood people getting onboard, posing as passengers, then
claiming injuries finally prompted both the CTA and the Chicago police to
stage their own accidents with soon to be retired coaches as a "sting
operation" to catch the fakers. Cops and CTA people would be onboard, posing
as passengers. They would note who jumped onboard after the staged collision
and uniformed officers would descend upon the scene and arrest the fakers.
This started out with people getting onboard after real accidents occurred,
then claiming to be injured passengers. In Las Vegas, we have con men here
who target expensive vehicles and stage accidents, trying to make the victim
appear at fault, so they can get a large settlement from the victim's
insurance company. They sometimes have a helper in a third vehicle.
