Several years ago Ed Tennyson posted a comment about Philly - probably 50s or early 60s..  The transit system, police and some local judges would 'stage an accident', walk away for awhile, then go after the plaintiffs and lawyers who filed claims.  He said something along lines that it had to be done every so often to keep things from getting out of hand.

 

World is a bit different today.
