If you leaf through this hefty volume you will see the countdown crosswalk
signals are optional. Also either horizontal or vertical mount traffic
signals are permitted. A new signal mentioned is the crosswalk signal with
the "moving eyeballs". According to the manual the eyeballs move from side
to side to indicate that pedestrians using the crosswalk should look from
side to side for moving vehicles..........who would have guessed.
