Not necessarily true.  Look at the imposition of maximum speed limits, the horribly wrong 21 year old drinking rule, and the .08 BAC rule.  States that do not comply do not get $ from the Feds, period.

In East Palestine, Ohio, in the late 40s and maybe into some time in the 50s there was a traffic signal (perhaps the only one East Palestine had at the time) with the clock face indicator.  I always thought that was a really neat thing.  Must have been a maintenance nightmare in those days of mechanical everything.

  Unfortunately, Herb, we don't have federal rules for traffic.   We only have implied guide lines that we need to follow if we don't want to lose federal support for our highways.   Of course if we have a very strong senator or congressman in Washington, what we really do doesn't matter, we'll still get the money.   

  Pittsburgh had to get rid of its usual traffic lights.   New York City axed its lights that went directly from green to red.   Some of you may remember those lights in Marietta, Ohio that flashed red three times over green and then went to solid red ... again, they went to the national standard.   Reading PA used to have lights with an indicator that progressed up a clock to tell you how many seconds were left until it went red.   The West Chester Pike coming out of Philly used to have nothing but green arrows for forward, left or right  .... I guess the people with substandard vision complained.

  But we still have places like Houston where the signals are mounted horizontally to confuse the color blind and where the left turn signals are simply solid red instead of red arrows ..... and they they complain that people make left turns in front of light rail trains.   I wonder why?????????
