What did it mean?  I'm guessing either a reminder to yield to
pedestrians when turning, or preparation for the light turning yellow.

Somerville, MA had red over yellow up until at least ten years ago.
Must have confused the heck out of any Europeans visiting; it didn't
have the same meaning (light is about to turn green) it does in
Europe.
