Phil

Assuming all that arithmetic is correct, it truly demolishes my theory.

We need the pronouncement of a St. Louis tram expert.

  Mr.Long;

A little deduction might clear this up nicely. Center of the
rear kingpin is 11'-1.5" from the back of the all SLPS PCC cars.
This is noted from pgs.067-069 of Joseph Scott Ruffinen's:
PCC Cars of the U.S.A.; A book of Plans-Variations of
  An American Classic.  These plans are drawn to 1.48-scale;
the pole overhangs the back edge of the car about 15-inches.

The trolley pole base is almost directly above the forward axle of
the rear truck; from kingpin center to trolley base is almost another
3-feet. Trolley poles are generally 13'-14' long; a secured pole will
not violate the roof of a car behind. (New San Diego PCCs had longer
poles until the raised platform for the pole was installed.)

This 'item' on the SLPS cars appears to be even with the back edge
of the front doors which is about 7-feet from the front edge of the car.
Even with a trolley coach pole mounted on a PCC it would not over
  hang that far back.

  Additionally, this item appears to be 6-feet or a little better in length;
the only support for same is on either end and in the center. This
would offer very little resistance to a pole brought down with even
moderate force. The rope on that pole, if it reached that far on the
car behind, would loop up and over the roof. I haven't seen anything
like this anywhere on cars in storage.

(LATL 3148 was outfitted with not a short pole for operation over
the PE Long Beach Line, pg.099 of PCC Car An American Original.
This pole may have presented problems for the car behind.)

  Review:

It was originally stated that only the SLPS 16s and 17s had this 'item'
while 15s did not. A close examination reveals that 15s did have this
item -- it is clearly visible on 1511 pg.188 PCC Coast to Coast as
well as 1595 on the next page. Yet the full page photo of 1686 in 1948
(photo taken from above the roof line) on pg.184 clearly reveals this
  'item' is missing.

The 2-page spread in PCC Car Fought Back, pgs.96-97, detail the
SLPS 1500s and note this in the last picture caption: "The cars
were used until 1956, and in 1950 an extensive overhaul resulted in
the application of all-steel roofs, and radios." Car 1516 is clearly
  shown with this item.

Thus sometime after the 1948 photo of 1686 the fleet was retrofitted
with radios, starting 1950 for the 1500s according to the text.
The added 'item' on the roof suggests an antenna.

The photos of SLPS on pg.70 of PCC Car An American Original
show a 15 and 1628 sans the item while 1621 clearly has one----
very shaky and thin looking. Pg.079 clearly shows a shaky looking
  item on 1723.

  http://www.davesrailpix.com/stl/htm/stl083.htm -- 1548 with 'item'

It may be a strange looking antenna but not unrealistic.

SLPS 1595 went to Philly; it is identified above as outfitted with this
item. Fifty cars in all were sold to Philly.

  Phil
Without a 'coast' but not a 'cause.'

  Book:
  http://www.eastpenn.org/calendar.html
There are 11-pages of drawings for Prc with a separate drawing
  for each car series including 100, 1600, 1601s, 1630, 17s as
  both Interurbans and city cars.

  http://www.davesrailpix.com/stl/htm/stl077.htm - nice photo.

PS -- Cincinnati had pole bases mounted above and to each side of
the kingpin; PE might have placed the pole base over kingpin as well.
