How far down the branch?  It is possible that the PCC just pulled, or backed, down the branch for a fot op, if the fot is near Black Diamond.  If much further toward Smog City, then your theory becomes more plausible.

Interesting.  I have a picture of one of the PCCs on the Donora spur, leading me to believe they went down to Donora and back after wying there.
