No, my friend..... look at the one way street sign.   7th was two way.   Turning off Penn onto 7th.   Inbound 9th, Penn, out on 7th.    

Amazing how the city changed over time.   Today the drug store and the northwest corner are mini-parks.  The buildings have been torn down.

In 1896 the NW corner was 2nd Presbyterian Church, NE was a group of buildings owned by M. Conley, SE (where the Stanley Theater and now the Pittsburgh Symphony is) was the YMCA and properties owned by D. C. Irish and Mary Shannon, and Henry McCullough owned the SW corner.   

There was a major rerouting in 1957 ... could this have been before that?  

I don't have anything handy but I think route 15 looped along with route 8 and 21 down at Hornes.   Until 1957, they probably would have come across Robinson to Sandusky, 7th, Penn, 6th - Federal.   Then in the 1957 rerouting, in Frederal (6th), Penn, Stanwix, Fort Duquesne, 6th and out.   But 15 probably came in 7th all the time and out 6th even after the rerouting.

Again, I am not rushing to solve the issue with the other computer right now.
