I talked with a professor from California University of PA (who Ed
also met) about doing this in the early 2000s (I was supposed to be
going down to see him on 9/11 in fact). Never came to fruitition, but
if I were going to do it now, I think I'd use OpenLayers as my mapping
layer. There are various tools which could be used to build such a
thing, but at this point I have no time.
