Not West Penn. West Penn used metal plates hung in a rack on the front of the car. Color coded for each route, as well as listing the stops on that route.

The destinations/routes appear to be in Washington PA, where West Penn didn't go.

As to authenticity for the Pittsburgh Railways Washington service, I have no idea.
