The 1907 USGS topographic map shows a traction line wandering about at a fairly high elevation on the far side of the ridge running along the river. Further, while there is a multi-track railroad (B&O) along the river and a road along the river, the road is on the hill side, away from the river.

So, no, the Highland Grove Traction Company doesn't appear to fit the photo. It's name was apropos, it ran in the highlands, not the valley. Well, once it got off McKeesport streets, it ran in the highlands.

I trust folks will be able to find the map snippet after Ecartis deals with it.
