Thank you for your comments and information. I forgot about the original two truss design. I used to walk across the bridge in the winter while I was taking photos of trolleys and the city. I always found the city interesting.

The private right-of-way deck on the Smithfield Street Bridge opened December 4, 1905. Cars transferred to it that date from the "public side." Source of information: PRC route cards.
I would seem obvious that the construction of the tunnel and the additional routes to the South Hills made it necessary to get the streetcars onto their own track.
This link shows a wide variety of pictures. Apparently, and contrary to what I previously believed and wrote, the upriver span always was narrower than the downstream span and still is. It is only wide enough for a single lane inbound. The outbound bridge has two lanes. The confusion lies in the treatment of the panels in the circa 1915 portals ... there are ten panels on each side creating an optical illusion that both sides are identical. If you measure the width, you find they never did correct it. The trolley span was and still is narrower.
