I'm not where I have access to my files so really can't fully comment on the track ownership situation. What I do know is that the Rt. 68 loop, or at least part of it, was owned by WP but leased after WP pulled out of McKeesport until 1951, when title was transferred to PRC. It may well be that the portion from Ringgold to 5th was not WP.
McKeesport Transit I think had some of the local (to where I grew up) bus company product--Beavers. On the other hand, with my increasingly creaky memory, they may have been Fitzjohns.
