That looks like a White Tower, but no White Tower I know of fits:
-6th St
-Liberty at William Penn
-Liberty at 11th
-Centre and Craig
-Chestnut by the Heinz Plant
-Cedar near East Ohio
-Penn Circle South at S Beatty
-Chartiers Ave, McKees Rocks
-Forbes Avenue, Oakland

There were a total of 15 White Towers in Pittsburgh, and that's 9 of them.
