Of course I agree with you.  I just found it rather singular that they would use such an illustration.

After further reflection, I agree with Fred that it is likely either a late model Cincy curved-side car or a composite of several such, and not a Red Devil.

I'm with you Dwight, it looks like a C&LE lightweight. I also think the
NTSB (coming into existence in 1967)  may never had investigated major
streetcar accidents, so they just took the first trolley drawing they came
across for the purpose of the diagram. It really does not matter.
Anyway, the main point of the posting is the body of the report itself
which narrates how and why the accident happened. The fact that the diagram
doesn't have a PCC drawing is moot. The conclusions and recommendations of
the NTSB deserve much more lip service than the diagram.
