It may be accidental. I had the same issue when I was first learning how to scan images. If the parameters are not correctly set, the scanner will compress one dimension of the image to fit the prescribed space. Unfortunately there are even fots that have made it into books with this distortion.
Or it could be intentional, as opined elsewhere. Certainly harder to remove this distortion than to remove a watermark, but presumably not impossible, as setting the parameters in reverse should eliminate the distortion, albeit requiring a bit of tinkering.

If you look at the recently posted photo of the "Cordic" car on Second
Avenue, posted by Phillip a few days ago, you will also notice similar
distortion. These two photos (the Cordic car pic and the Charleroi PCC
1723) are the only two which have come through with the distortion. Does
anyone know the reason for this?
