There is something strange about the 'fog' or Pittsburgh's chewable air
isn't there. The sky inside the triangle formed by the front trolley pole
and its rope is darker. You pointed out something similar before Mr.Brannon.
Looking over the top of the car the air is darker immediately above the
car as well as up and over the rear trolley pole and down again. Zooming
on the photo makes it appear as though taken through the back window
of an auto with hints of the skyline // tops of buildings visible. Yet the
photo quality on zoom is poor.
On the other hand the car is positioned perfectly on the track; the old auto
also perfectly fits the scene. I doubt the photo is manipulated in any manner.
We have all seen that Johnstown PCC photoshopped into South Hills Jct;
it appears as if the back end is on the OB track and front on the IB track
yet the trucks are still at distinctly wrong angles. It would be too much
work for little if any benefit.
The photo is labeled isn't it: "Gary Strelick collection and Greater
Monessen
Historical Society." Would anyone remember Mr.Strelick?
Here are other photos to Mr.Strelick's credit from Mr.Beveridge:

I searched google for "Mr.Strelick." It is very interesting the second
listing is for one person in Charleroi, over 65:

https://www.google.com/search?q=Gary+Strelick&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-US:official&client=firefox-a
This page says he is "74:"

He also is or was President of a Model RR club in Belle Vernon. Is this
a reason 4399 is listed as "Belle Vernon" on the photo caption?

Yesterday afternoon I followed Mr.Swindler's hint of Second Ave. The
bridge strongly hints at Brady so I found pictures to confirm. The Brady
search revealed plans for Blvd of Allies which fits the location well. (It
is interesting the layout of Brady and Forbes over many decades.) Car
4399 was a Glenwood car in its latter days wasn't it. All this suggests
somewhere between Brady and Tenth St. bridge inbound doesn't it.
The following picture seems to capture the Brady bridge passing over
Second:

Note the tracks seem to be brick but street is asphalt. If there is a
new bridge on Second behind the photographer it would justify asphalt paving
up to the rails. Near the mills the whole street was block until the
Parkway construction forced renewing Second with tracks set in cement.
This is a very nice broadside of Brady:

The following is near the center of a Brady search; note the drawings for
Blvd of Allies and Brady and Forbes in 1921 before it became a full
double track through wye:
