Here is Dave Hamley's response:

"Not PRCo days, note the PAT stickers on M454, which is the car in the process of having an electrical "event" under the car and the roof fuse going volcanic in response.  Wouldn't be the only time M454 went tits up during its fantrip days, which this is by the brighter paint on it, as compared to M134 paint car next to it.  I'd date it as mid to late 1960s. 

"At that time the tow cars were M200 (M458/4140) and M452 (4100).  M454 was still technically a "scraper" (plow) and was chosen for fantrip duty because it was considered expendable.  It later went to PTM and was rendered for parts in the 1980s.
