[PRCo] Cleveland numbers

Once the auto investment is made, the marginal cost for one more trip declines sharply.  Not so transit where the cost per trip remains constant.  The advantage of a monthly pass is that it has some perceptions like buying an auto - the marginal cost for one more trip is negligible.  That's why SEPTA gets some amazing ridership totals.  Amazing number of riders use Transpass.
