[PRCo] Phil asked about music

And I started looking for a list of counties that ban leaf burning.   It didn't come up.   I asked for "illegal leaf burning counties Pennsylvania."   Right at the top of the list of things google gave me was a story about it being illegal to burn a cross in someone's front yard.    Oi vey.
