Oy vey indeed.
It's not a county thing...it's a state law that if your municipality has
more than 10,000 people (or probably more correctly, 10,000 or more), leaves
must be recycled. Then there are county bans on burning, period.
I just spent two hours on the tractor mulching mine into smidgens for the
fifth time this season, and only about a quarter of the leaves are down.

And I started looking for a list of counties that ban leaf burning. It
didn't come up. I asked for "illegal leaf burning counties Pennsylvania."
Right at the top of the list of things google gave me was a story about it
being illegal to burn a cross in someone's front yard. Oi vey.
