[PRCo] Anyone know anything about this PRCo trolley?

Click on the link to see a "Shorpy" photo of a PRCo work trolley on Carson
at Smithfield Sts. My friend, Angus McIntyre of Vancouver, BC, sent it to
me. He was wondering what the car was used for. Anyone have any ideas?
