[PRCo] Anyone know anything about this PRCo trolley?

I took the time to download the big file...what a difference!
But I think the carriage is north of the trolley, and is turning to go
around it or is turning into the area where the other wagon is parked. It
still looks like the trailer with the sacks is attached to the electric car.
Would some others please take a look?

it looks like there is a separate carriage, perhaps horse-drawn, behind (one
"lane" south of) the trolley.
