[PRCo] Hulton bridge work exposed old West Penn trackage...

Correct...Hulton Bridge never had tracks.  PRC dreamed of going to New Kensington on the east (south) bank of the river, but of course it never happened, which was probably a good thing economically.

Hulton Bridge crosses from the north end of Hulton Road (Oakmont), to Freeport Road; A hillside which carries the current Allegheny Valley Expressway is across the street from the end of the bridge.

No cars that I know ever crossed the bridge, and the decking seemed to have no provision for rails.

It was, for a brief moment, the Joseph Bonetto Bridge, before being officially renamed the Jonathan Hulton Memorial Bridge. It happened, I think, when I was a high school student.

OK, that clicks.  What threw me off was reference to Hulton, which I understand to be the northern part of Oakmont.  It was, and is, my understanding that Rt. 78 cars went only to that point and never crossed the bridge to the AVSR side.  Correct me if I misapprehend that.  The photos apparently were taken somewhere along Freeport Road between Blawnox and Cheswick—I guess at the west end of the soon to be replaced Hulton Bridge.  I did not know when I first responded to Daria that the bridge across the river was called Hulton Bridge.

I supplied the picture to John Swindler.  It was Allegheny Valley rail on Freeport Road.  Chuck Rompala took it during recent construction.  For the benefit of others like me who do not believe in surrendering my privacy to places like Facebook, it's attached.
