The term "parkway" was in use prior to the 1930s for "linear" parks, i.e.,
"green spaces" for the roadways in the center of their length, often along
waterways. I believe that was the initial case in NYC and has been the case
in Milwaukee for over seventy years. Robert Moses popularized the term when
he started paving over NYC. Given Mr. Moses' pro-automobile stance and
background in park development, the term "parkway" gave "limited access
highways" a nicer name, perhaps making them more acceptable. In Milwaukee
County, parkways are surface streets, usually running alongside rivers and
creeks, connecting parks with residential and business areas. My two cents
worth....
