Perhaps the answer is very simple. The route through Dormont and Mount Lebanon was not only 42/38 but it was also the diversion route for Drake and Library if something went wrong on the interurbans. I could give you any number of pictures of interurban cars in Dormont. I happened to run into a service disruption one evening back in the 1980s. Man you should have seen the traffic in Dormont. Some pictures have as many as three cars in them going the same direction.
Now does it make sense?

This would not explain a 35 car on the 37 loo!
