Agree with your comments but Also Note that at this time it is Not Clear 
if the crossing gates were working - we depend upon them to be working 
and assume that if they are up that It Is Clear To Pass.

Very Similar At Red Lights  --  if my light is green I am, by 
proceeding, assuming that cross traffic is going to stop for a Red Light 
and assume that the Red Light is working.

Yes, we should always look  --  but I don't want to put a death wish on 
someone for an error such as this.
