Maybe there is something to brag about.  I believe that gasoline and diesel prices are now lower than they were a year ago.  If ridership is indeed higher in November 2008 than in November 2007 despite lower gasoline and diesel prices, that is a plus.  And since so many have lost jobs and so have no need to commute or money to spend, it reinforces the idea that something has changed for the positive.
But I agree that one should never uncritically read a press release.
